예술인 복지제도의 현황 분석 및 개선 방안 연구: 예술인 복지법의 변천을 중심으로

Purpose: The purpose of this article is to analyze the current status and limitations of the artist welfare system reflecting the current Artist Welfare Act and to seek ways to improve the problems identified based on this. Methods: This article aims to examine the changes and major revisions to the Artists Welfare Act from its enactment to the present, analyze the current status and problems of the artist welfare system in Korea through individual laws and policy data, and draw constructive conclusions through a review of existing prior research. Results: The artist welfare system has problems, including the following: due to the ambiguity of the definition of artists, it has limited rights relief policies; only limited coverage is provided in industrial accident compensation insurance and employment insurance compared to general workers; and the welfare projects implemented by the Korean Artist Welfare Foundation focus on social insurance and financial support, making it difficult to fundamentally improve the creative conditions of artists. Conclusion: The following improvement measures were suggested: expanding the scope of beneficiaries of the artist welfare system by specifying the definition of artists, establishing a basis for considering artists as workers in the Artist Welfare Act to reflect the special nature of artists in the application of social insurance, expanding the application of social insurance to artists by revising individual social security laws such as the Industrial Accident Compensation Insurance Act and the Employment Insurance Act, creating conditions for artists' creative activities, and stabilizing the financial resources of the Korean Artist Welfare Foundation.
