An Analysis of Organizational Members’ Perceptions of ESG Governance Adoption in Tourism Organizations - A Giorgi-Based Descriptive Phenomenological Study -

This study explores the lived experiences of public organization members regarding the implementation of ESG (Environmental, Social, and Governance) administration, focusing on the case of the Sunchang Fermentation Tourism Foundation. Employing Giorgi’s descriptive phenomenological method, in-depth interviews were conducted with eight organizational members of diverse ranks. The analysis revealed four thematic structures: (1) the coexistence of expectations and cautiousness toward institutional adoption, (2) realistic resistance due to workload burden, (3) tensions between autonomy and organizational culture, and (4) the perceived expansion of institutional roles in relation to the local community. These findings indicate that successful ESG implementation in public organizations must address emotional labor, psychological resistance, and the organizational culture of fairness and participation. This research offers theoretical and practical insights for establishing a sustainable ESG governance system within public institutions by highlighting the subjective dimensions of policy reception and adaptation. In doing so, it demonstrates how bottom-up engagement and internal readiness are vital in policy integration processes. While the findings are based on a single local organization, they provide a valuable foundation for comparative studies and broader ESG adoption strategies across the public sector.
