Ethical Use of AI Technologies for Sustainable Ocean Governance: Focusing on the OECD AI Principles

Purpose - This study analyzes the ethical application of artificial intelligence (AI) technologies for sustainable ocean governance, focusing on the OECD AI Principles. Design/methodology/approach - This study conducts qualitative document analysis of international reports published by the OECD, FAO, World Bank and so on with a particular focus on the application the OECD AI Principles. Findings - First, applying AI to marine governance can improve environmental monitoring and policy efficiency, but it can also pose ethical risks if not properly regulated. Second, ethical issues such as fairness, transparency, and accountability are particularly prominent in marine spatial planning, disaster response, and smart port systems. Third, current governance mechanisms in the marine domain lack sufficient ethical frameworks to address AI-driven transformations. Fourth, case studies from other countries demonstrate best practices in participatory governance and responsible AI adoption in ocean sectors. Research implications or Originality - This study is meaningful research to apply the OECD AI Principles to ocean sector. It provides a fresh perspective that combines ethical AI with policies for sustainable ocean management. This study helps to create responsible AI systems for the ocean by pointing out key risks and suggesting governance models that fit the specific needs of the marine sector. It also shows why working together globally is important. The findings support the development of ethical-by-design frameworks for emerging technologies in ocean and fisheries management.
