본 연구는 2020년 이후 직접일자리사업 참여자의 지역 간 이동 패턴과 이에 미치는 요인을 분석하여, 정책 시사점을 제시하는 것을 목적으로 한다. 연구 결과를 요약하면 첫 번째, 지역 간 인구이동은 조락성을 띠므로, 지역 간 경제적 연계를 강화하여 균형발전을 모색하는 정책이 필요하다. 두 번째, 사업참여 이후 지방의 순 일자리 유입인구는 늘어나 일자리사업은 고용 창출뿐만 아니라 지역 인구 분산에도 영향을 미치는 것으로 나타났다. 마지막으로 대다수 참여자는 사업참여 지역에 정주하여 구직하는 것을 선호하나, 남성이거나 참여기업이 대도시에 위치 및 대기업인 경우, 그리고 높은 상대적 소득은 지역 간 인구이동 확률을 오히려 높이는 것으로 나타나 정부는 목적과 취지에 맞는 정책 수립이 필요할 것으로 보인다. 본 연구는 직접일자리사업이 단기 일자리 제공뿐만 아니라 지역 간 인구이동과 정주 패턴에도 영향을 미치며, 향후 지역 맞춤형 일자리 설계와 실질소득 개선 중심의 정주지원 정책 마련의 필요성을 시사한다.
Abstract
This study analyzes interregional migration patterns among participants in South Korea’s Direct Job Creation Programs since 2020 and identifies key determinants shaping these movements. The findings yield three principal insights. First, population flows exhibit characteristics of distance decay, underscoring the need for policies that strengthen economic interconnectedness across regions to foster more balanced national development.Second, beyond their immediate employment effects, the programs contribute to population redistribution, as evidenced by increased net job inflows into non-metropolitan areas following program participation. Third, although the majority of participants tend to remain and seek employment within the regions where the programs are implemented, interregional migration is more likely among male participants, individuals employed by large enterprises or firms located in metropolitan areas, and those experiencing relatively greater income gains. These results indicate that job creation policies should be strategically differentiated based on participant profiles and regional contexts. Overall, the study highlights that direct job creation programs exert structural influences that extend beyond short-term labor market outcomes, shaping patterns of regional migration and settlement. Accordingly, there is a pressing need for nuanced employment strategies and real income–enhancing policies to support sustainable regional retention and development.
