본 연구는 교통경찰활동이 당면한 업무의 중요성 및 난이도 대비 현재 부족한 인력 및 예산 등에 대한 현실적 문제에 대응하기 위해, 경찰 정당성 이론을 바탕으로 교통경찰활동의 지지를 이끄는 요소들에 대한 탐색을 시도하였다. 특히 본 연구는, 최근까지 지속적으로 발전한 경찰 정당성 연구의 이론적 보편성을 가능한 유지하며, 정당성 이론의 과제 중 하나인 ‘경찰활동의 맥락적 특수성’ 을 포착하기 위해 이를 위해 서울시민들을 대상으로 2023년에 수집된 설문자료를 바탕으로 교통경찰활동의 맥락에 맞는 문항들을 활용하여 구조방정식 모형을 통한 분석을 수행하였다. 그 결과, 기존의 선행연구와 같이 효과성 및 절차적 정의가 주요한 정당성의 예측요인으로 확인되었으나, 다른 경찰활동 맥락(수사경찰)과 비교하여 연속매개모형 내에서 주요한 외생변수와 정당성 사이를 매개하는 사회적 정체성의 매개효과에 있어서 차이가 있는 것을 알 수 있었다. 이를 통해, 본 연구는 교통경찰활동에 대한 지지를 이끄는 경험적 모형의 전반적인 유효성과 함께, 경찰 정당성 이론의 맥락적 특수성에 대한 중요성을 확인하였음은 물론, 교통경찰이 시민들의 정당성 확보를 위한 실무적인 제언을 도출하였다는 점에서 그 의의가 있다고 할 것이다.
Abstract
To address the practical issues of inadequate manpower, budget and authority in relation to the importance and complexity of traffic policing, this study examined the factors that contribute to support for traffic policing, drawing on police legitimacy theory. In particular, this study maintained the theoretical universality of police legitimacy research, which has continuously evolved until recently. To address one of the challenges of legitimacy theory — the ‘contextual specificity of policing types’ — this study employed a structural equation model, using context-specific survey questions based on data collected from Seoul residents in 2023. As in previous studies, effectiveness and procedural justice were identified as key predictors of legitimacy, but the mediating effect of social identity differed between key exogenous variables and legitimacy in a serial mediation model compared to another policing context (investigative police). This study’s significance lies in its confirmation of the overall validity of the empirical model of support for traffic policing and the importance of contextual specificity in police legitimacy theories. It also provides practical suggestions on how traffic police can build citizen legitimacy.
