국가안보 관점에서의 드론 무력화 법ㆍ제도 분석과 통합 대응전략

This study aims to analyze domestic and international legal and institutional issues and propose effective integrated response strategies to counter the drone threats emerging as asymmetric warfare capabilities. The research methodology included co-occurrence frequency analysis and network analysis of abstracts from 454 drone-related academic papers indexed in Scopus and Web of Science, and systematic classification of threat types using 7,460 drone incident statistics from the U.S. FAA. Additionally, current laws and regulations were reviewed based on practical issues in Korea's counter-drone operations, and improvement measures were derived through comparative analysis with advanced cases from the United States, Europe, and Japan. The findings revealed that existing research is heavily focused on technical aspects such as drone detection, tracking, and neutralization, while studies on legal and institutional support for field-based drone defense are relatively insufficient. Major legal and institutional limitations in ROK include radio wave interference prohibition under the Radio Waves Act, restrictions on surveillance technology use under the Personal Information Protection Act, and difficulties in integrated response due to fragmented authority among ministries. To address these issues, this study proposes the enactment of a "Special Act on Drone Safety and Security," strengthening organic linkage with the Anti-Terrorism Act, establishing an integrated drone safety management center under the Office for Government Policy Coordination, and introducing a multi-layered defense system. This research is expected to contribute to strengthening national security through systematic counter-drone defense system development by providing policy linkages between technical solutions and institutional foundations for drone neutralization.
