Ethics on Health Care Big Data : Focusing on the Right to Self-determination of Personal Information

Personal information includes health care data as well as important information related to an individual's privacy, autonomy, and beliefs. In a series of processes of access, modification, and deletion of personal information, personal information protection is directly related to individual dignity and human rights. The right to self-determination of personal information, which is the right to decide and control matters related to one's information, needs to be legislated and protected as a basic human right in an intelligent information society, and is recognized as a constitutional right in many countries around the world to guarantee personal rights from the harmful effects of the accumulation and use of personal information without the recognition of the data subject. Through this paper, the concept, constitutional necessity, and components of the right to self-determination of personal information are identified, and the significance of the ethics necessary for the use of health care big data is examined.
