금융분쟁제도의 신속·공정·다양화 방안

With the increasing complexity of financial markets and the deepening of information asymmetry, the importance of financial consumer pro- tection has become more pronounced. Since the 2008 global financial crisis, countries worldwide have focused on establishing institutional mechanisms to safeguard consumer rights and ensure market stability. Korea has strengthened its legal foundation through the enactment of the Financial Consumer Protection Act, yet institutional shortcomings and practical limitations remain. This study analyzes the problems of the financial dispute resolution system and examines best practices from major countries to draw implications. Based on these findings, the study proposes concrete measures to enhance the effectiveness and accessibility of consumer protection and to improve the dispute resolution system. Key recom- mendations include strengthening the role of independent dispute resolution bodies, expanding financial consumer education, utilizing IT technology to improve accessibility, and enhancing the internal dispute resolution capabilities of financial institutions. Furthermore, the study discusses the diversification of dispute resolution organizations through the expansion of local government roles and the enactment of relevant ordinances. This research aims to contribute to the future direction of financial consumer protection policy.
