기업과 지자체의 ESG 및 메세나 활동 개선방안 연구 - 문화예술인의 인식을 중심으로

본 연구는 경기도 화성시 문화예술인을 대상으로 기업과 지자체의 ESG 및 메세나 활동에 대한 중요도-성취도(IPA) 분석을 수행하여 효과적인 문화예술 지원 전략을 도출하는 것을 목적으로 하였다. ESG 분석 결과, 기업은 친환경 제작과정 지원, 환경교육 캠페인 운영, 친환경인증공간 제공, 문화예술인 의견반영 등의 항목이 높은 중요도를 보였으나 성취도가 낮아 집중적인 개선이 필요한 영역으로 분석되었다. 지자체는 지원사업 평가의공정성과 문화예술인 참여 거버넌스 구축, 환경을 주제로 한 문화예술 축제 운영이가장 시급한 개선 과제로 중요도는 높고, 성취도가 낮아 적극적인 개선이 필요한것으로 나타났다. 메세나 분석 결과, 기업은 문화예술인 간 네트워킹 활성화가 시급한 개선 과제로 확인되었고, 지자체는 문화예술 투자유치와 민관협력 문화사업이 높은 중요도를 보였으나 성취도가 낮아 개선이 시급한 영역으로 도출되었다. 본 연구는 수정 IPA 분석 결과를 바탕으로, 기업과 지자체의 협력적 문화예술지원체계 구축, 친환경 문화예술 지원 강화, 문화예술인의 정책 참여 기회 확대, 메세나 활동의 전략적 전환을 위한 실천적 방안을 제안하였다. 이를 통해 문화예술지원이 단순한 후원에서 벗어나 지속 가능한 창작 환경 조성을 위한 협력적 모델로발전할 수 있도록 정책적 개선이 필요함을 시사한다. 본 연구의 결과는 기업과 지자체가 ESG 기반의 효과적인 문화예술 지원 전략을 수립하고, 지속 가능한 메세나활동을 운영하는 데 기여할 수 있을 것으로 기대된다.
Abstract
This study aims to derive effective cultural and artistic support strategies by conducting an Importance-Performance Analysis (IPA) on the ESG (Environment, Social, Governance) and Mecenat activities of corporations and local governments targeting cultural artists in Hwaseong, Gyeonggi Province. The ESG analysis results indicate that corporations’ support for eco-friendly production processes environmental education campaigns provision of certified eco-friendly spaces and incorporating artists’ opinions were identified as highly important yet under performing areas requiring urgent improvements. For local governments ensuring fair evaluation of support programs establishing governance for artists’ participation and operating cultural festivals on environmental themes emerged as the most critical issues all of which showed high importance but low performance necessitating active improvements. The Mecenat analysis results revealed that enhancing networking opportunities among cultural artists was the most urgent area for improvement for corporations while cultural investment attraction and public-private cooperative cultural projects were identified as high-priority areas with low performance for local governments requiring immediate attention. Based on the Modified IPA analysis this study proposes practical measures to establish a cooperative cultural and artistic support system between corporations and local governments enhance eco-friendly cultural arts support, expand opportunities for artists to participate in policy-making and strategically transform Mecenat activities. These findings suggest that cultural and artistic support should move beyond simple sponsorship toward a collaborative model that fosters a sustainable creative environment. The results of this study are expected to contribute to the development of effective ESG-based cultural and artistic support strategies and the establishment of a sustainable Mecenat framework for corporations and local governments.
