미·중 기술패권경쟁 시대, 중국 「민영경제촉진법」의 함의

The private economy is both an important component of China's socialist market economy and a key driving force for the promotion of Chinese-style modernization. However, prejudice and institutional barriers based on China's past historical inertia are still hampering the development of the private economy. To overcome these problems, the Chinese government enacted the 「Private Economy Promotion Law」. The 「Private Economy Promotion Law」 comprehensively contains support measures in various fields, such as protecting the property rights of private enterprises, easing market entry barriers, creating a fair competition environment, strengthening financial and tax support, promoting scientific and technological innovation, and strengthening communication between the government and private enterprises in the midst of concerns about downturn in domestic demand and contraction of private investment. The 「Private Economy Promotion Law」 has important significance as China's first specialized legislation on private economy, and is expected to overcome limitations of existing theoretical regulations and effectiveness, and raise the level of legalization of the private economy to the next level. Furthermore, it is expected that the private economy will play a more important role in the innovation and growth of the Chinese economy and the modernization of socialism through continuous legislative improvements and practical implementation in the future. Therefore, after examining the contents of the 「Private Economy Promotion Law」, this paper discusses the implications that the 「Private Economy Promotion Law」 has on enhancing long-term trust in China's private economy, high-quality development, and completion of a socialist market economy system, and aims to evaluate it and derive implications for our enterprises.
