전문대학의 수업연한 정책 변동 분석 - Kingdon의 다중흐름모형(MSF)을 중심으로 -

이 연구는 정책형성과정의 비합리성에 주목한 Kingdon의 다중흐름모형을 활용하여 전문대학의 수업연한 정책의 변동 과정을 분석하는 데 목적이 있다. 이를위하여 수업연한 변동 정책의 범위를 전공심화과정의 학사학위 인정, 수업연한 자율화, 전문기술석사과정 설치로 정하고 다중흐름모형을 적용하여 각 정책의 역동적인 변동 과정을 분석하였다. 연구방법은 선행연구, 정부 정책자료, 신문기사, 관련지표 및 통계자료, 교육부보도자료 등을 수집하여 분석하였다. 연구결과 전문대학의 수업연한 정책 변동 과정은 예측불가능하고 비합리적 의사결정을 통해 이루어지는 경향을 보인다. 전공심화과정의 학사학위인정과 전문기술석사과정 설치는 최종적으로 정책의 창이 열렸으나 수업연한 자율화는 이해당사자의 조직적 반대에 부딪혀 정책적으로 실현되지 못했다. 대내외적 환경 변화 및 수요에 대응하여 전문대학 수업연한의 변동에 대한 요구와 기대는 계속되고 있다. 정책의 변동과정을 객관적으로 이해하고 바람직한 방향으로 정책을 재설계하고 이해당사자들의 합의를 이끌기 위한 협의과정과 공감대 형성을 위한 노력이 요구된다.
Abstract
This study aimed to analyze the process of change in the school-term policy of Korean vocational colleges using Kingdon’s multiple-stream framework, focusing on the policy formation process’ irrationality. This study methodologically reviewed using prior literature, government policy documents, newspaper articles, relevant indicators, statistical data, and Ministry of Education press releases. The process of changing policies of junior colleges occurs through unpredictable and irrational decision-making. The recognition of a bachelor’s degree in the major intensive course and the establishment of a master’s course in professional technology eventually opened a policy window; however, the self-regulation of the school term was not implemented due to opposition from universities. In response, there are ongoing demands and expectations for changes in the school term of vocational colleges. Efforts are required to objectively understand the process of policy change, redesign the policy in a desirable direction, and establish a consultation process that fosters agreement among stakeholders.
