공무원의 전문성 향상을 위한 공무원 교육기관의 역할 모색 연구: HRD 관점을 중심으로
A Study on Exploring the Role of Civil Service Training Institutions in Enhancing the Professionalism of Civil Servants: A Human Resource Development Perspective

급격한 사회변화에 따라 국민의 요구에 맞는 행정서비스가 다양화, 세분화, 고도화되고 있다. 이러한 변화에 따라 공무원의 전문성에 대한 요구가 더욱 증대되고 있다. 공무원의 전문성을 향상시키기 위해 HRD 관점에서 공무원 교육기관의새로운 역할을 모색하고자 한다. 본 연구의 목적을 달성하기 위해 다음과 같은 절차로 연구를 진행하였다. 우선 문헌 고찰을 통해 공무원 교육기관의 HRD 역할도출을 위한 프레임워크를 HRD 영역 수준(개인적 수준, 조직적 수준, 공동체 및사회적 수준)과 전략적 HRD 수준(학습, 성과, 변화)인 두 축으로 구성된 9개로 제시하였다. 다양한 전문성을 가진 15명의 전문가패널을 구성하여 3차례에 걸쳐 델파이조사를 진행하였다. 델파이조사 결과로 27개 세부 역할이 도출되었다. 연구결과에 따르면, 개인의 학습과 개인적 수준에서의 개인의 전문성 강화를 위한 공무원 교육기관의 역할이 중요하며, 빠르게 변화하는 환경에 대응할 수 있도록 전문성 및 역량 교육을 해야 한다. 나아가, 조직의 변화주도와 조직적 수준에서 조직의 성과를 위한 교육 이외의 현업에서 비형식학습을 위한 다양한 역할을 강화해야 한다.
Abstract
This study explores the evolving role of civil service training institutions from the perspective of HRD. First, a framework for identifying the role of HRD in civil service education institutions is identified through a literature review. The framework consists of nine pillars organized into two axes: the HRD domain level (personal, organizational, community, and social) and the strategic HRD level (learning, performance, and change). Delphi surveys were conducted with a panel of 15 experts. It resulted in 27 detailed functions. The results showed that the role of civil service education institutions in facilitating individual learning and professional development at the personal level is significant, and that professional and competency training should be provided to respond to the rapidly changing environment. Various roles for informal learning in the workplace, other than training for organizational change initiatives and organizational performance at the organizational level, should be strengthened.
