부산광역시의 창업지원정책이 신생기업 생존률에 미치는 영향: 전국 시도 패널데이터 비교분석

Abstract This study examines the effect of local government startup support policies on the survival rates of new enterprises, focusing on Busan Metropolitan City in comparison with other Korean regions. Using panel data from 2018 to 2022, the analysis explores the relationship between policy intensity—measured by program count and budget allocation—and 1-, 3-, and 5-year startup survival rates. The nationwide results show that increased startup support budgets significantly enhance the 5-year survival rate of new firms, whereas the number of programs does not have a significant effect. In Busan, descriptive and time-series analysis suggest that increased budget allocation corresponds with improved long-term survival rates, though robust regression was limited by small sample size. These findings highlight the importance of sustained and qualitative financial support for fostering the long-term sustainability of startups, particularly in metropolitan areas facing demographic and economic challenges. The study concludes with policy implications and acknowledges limitations, recommending that future research incorporate larger datasets and mixed-method approaches to deepen understanding of startup support policy effectiveness.
