세대통합형 고령자 주택을 위한 법 개정 방안 연구

Abstract This study explores legal reform measures to address the growing housing challenges for the elderly in Korea’s rapidly aging society. Existing elderly welfare policies have largely focused on senior-exclusive housing, leading to increased intergenerational separation and social isolation among the elderly. In response, this study highlights the necessity of establishing a legal foundation to support ‘intergenerational integrated housing’—a model that facilitates natural interaction and mutual understanding among different age groups. Through literature review and legal analysis, the study identifies the limitations of current laws such as 「WELFARE OF SENIOR CITIZENS ACT」, 「ACT ON THE SUPPORT FOR HOUSING DISADVANTAGED PERSONS INCLUDING PERSONS WITH DISABILITIES AND THE AGED」, and 「FRAMEWORK ACT ON RESIDENCE」. It further examines case studies from Japan’s Community-Based Integrated Care System and Germany’s Mehrgenerationenhaus (multi-generational housing). Based on these findings, the study proposes concrete legal and policy improvements, including the enactment of a new 「INTERGENERATIONAL INTEGRATED HOUSING ACT」(tentative name), revisions to existing statutes, and the establishment of public-private partnership models. Intergenerational housing is presented not only as a solution for elderly welfare but also as a foundation for rebuilding intergenerational solidarity and promoting community integration. This research aims to serve as a practical reference for future policy development and legislative discussions.
