국제민간항공기구(ICAO)의 고도제한 국제기준 변화에 따른 대응 방안 연구

국문초록 최근 70년 만에 개정된 국제민간항공기구(ICAO)의 부속서 14(비행장), 항공항법서비스절차(비행장), 공항서비스 매뉴얼 등원어로는 Annex 14(Aerodromes), Doc 9981(PANS-Aerodromes), Doc 9137(Airport Services Manual)이라 하며, PANS는 Procedures for Air Navigation Services를 말한다. 에 따라 공항의 고도제한에 대한 국제기준이 변경되면서 공항 인근 주변의 개발 사업에 영향을 미칠 수 있다는 우려가 제기되면서 이에 대한 우리 정부의 빠른 대응이 요구되고 있다. 이전에는 공항 활주로를 기준으로 반경 4㎞까지는 해발고도 57.86m 이하로만 건물을 지울 수 있도록 일률적으로 제한하였지만, 개정된 내용은 공항 활주로를 기준으로 활주로 반경 3㎞까지는 45m, 5.3㎞까지 60m, 11㎞까지는 90m 높이 제한을 두도록 하였다. 또한 공항 주변 반경 11에서 13km까지는 평가표면으로 고도제한 구역이 확대되고 고도 제한도 상황에 따라 45m, 60m, 90m로 탄력적으로 적용되게 된다. 현재 김포공항 주변 지역을 중심으로 이러한 국제 기준의 변경에 따른 개발사업의 추진 가능성, 사업성 등에 대해 우려가 제기되고 있으며, 이는 대구공항, 김해공항 등과 같이 도심지에 위치한 공항 주변을 중심으로 우려를 지속적으로 야기할 것이 예상된다. 이에 본 논문에서는 최근 개정된 국제민간항공기구(ICAO)의 규정과 관련 국내 법령의 주요 내용을 살펴보고, 이러한 국제기준의 변화에 따른 대응 방안을 제시하고자 한다.
Abstract
Abstract Annex 14 (Aerodromes), Air Navigation Service Procedures (Aerodromes), Airport Service Manual, etc. of the International Civil Aviation Organization (ICAO), revised in the last 70 years, are referred to as Annex 14 (Aerodrome), PANS-Aerodrome, and Document 9137 (Airport Service Manual), and PANS for air navigation services is a procedure. As a result, the change in international standards for airport altitude restrictions has raised concerns that it could affect development projects near the airport, and the Korean government's quick response is required. Previously, buildings could be erased only at an altitude of 57.86m or less up to a radius of 4km based on the airport runway, but the revised content required 45m to a radius of 3km, 60m to 5.3km, and 90m to 11km based on the airport runway. In addition, the altitude limit area will be expanded to the evaluation surface from 11km to 13km around the airport, and the altitude limit will be flexibly applied to 45m, 60m, and 90m depending on the situation. Currently, concerns are raised around the area around Gimpo Airport about the possibility and business feasibility of development projects due to these changes in international standards, which are expected to continue to cause concerns around airports located in urban areas such as Daegu Airport and Gimhae Airport. Therefore, this paper examines the recently revised regulations of the International Civil Aviation Organization (ICAO) and the main contents of domestic laws and regulations, and suggests countermeasures according to these changes in international standards.
