북한이탈주민의 보호 및 정착지원에 관한 법률과 지방자치단체 조례 간 정합성 분석

This study analyzes the North Korean Defectors Act (higher law) and related local government ordinances to explore ways to improve the legal framework for social integration of North Korean defectors. The findings reveal commonalities between the higher law and local ordinances in terms of objectives and support targets, while differences exist in support scope and operational methods. The similarity between the higher law and local ordinances showed significant variation, ranging from 0.947 to 0.038, indicating substantial regional differences in the application of the higher law. High similarity enables consistent law application but may lack reflection of regional specificities, while low similarity allows for regional characteristics but may compromise legal consistency. The study proposes clear guidelines for the higher law and development of region-specific ordinances to achieve harmonious coordination between central and local governments. Additionally, it recommends establishing an effective and comprehensive support system through the development of an integrated legal framework, building inter-ministerial cooperation systems, and implementing an integrated information system for practical social integration of North Korean defectors.
