SDGs 이행을 위한 메타 거버넌스 운영자로서의 중간지원조직 역할에 관한 사례 연구:수원지속가능발전협의회를 사례로

The central aim of this study is to identify strategies and means for realizing collaborative governance as a mechanism for implementing the Sustainable Development Goals (SDGs) at the local level. To this end, the research focuses on the historical activities of the Suwon Sustainable Development Council, which is recognized as a leading case of SDGs localization in Korea. The core of the analysis lies in examining what strategies and means the Suwon Council employed, as a meta-governance operator, to substantiate public-private collaborative governance. As a result, regarding strategies for fostering a collaborative governance network environment, the Suwon Council promoted the development of a civil society ecosystem and the enhancement of civil society’s countervailing power through intentional organizational strategies since the Agenda 21 era. This laid the foundation for establishing and implementing the SDGs through public-private governance. Second, regarding strategies for designing the structure and rules of collaborative governance, the Suwon Council designed the governance framework and regulations to empower citizen-led public-private governance with a certain degree of authority, thereby facilitating the transition to a new form of governance. Third, in terms of strategies for facilitation and participation, the Suwon Council implemented various strategies and measures to build and activate networks, the foundation of civil society’s countervailing power, enhance expertise and policy capacity, and ensure organizational independence. The significance of this study lies in presenting strategies and approaches related to the roles of intermediary support organizations based on public-private collaboration for social value, with a particular focus on the Suwon Council for Sustainable Development.
