한국 수어 관련 법률과 정책에 따른 연구 동향의 비판적 고찰 : 문화정책적 접근을 중심으로
A Critical Review of Research Trends on Korean Sign Language in Relation to Law and Policy: A Cultural Policy Perspective

본 연구는 ｢한국수화언어법｣(2016) 제6조 제2항을 분석의 기준으로 삼아, 수어 관련 연구 동향과 정책 간 연계 구조를 문화적 권리 보장 관점에서 비판적으로 고찰하였다. 이를 위해 주요 법 제정과 정책 시행 시점을 기준으로 시기를 구분하고, KCI 및 RISS 데이터베이스에 포함된 2001년 이후 수어 관련 연구를 주제별로 분류하여 시기별 경향을 분석하였다. 분석 결과, 수어 연구는 언어학, 수어 교육, 정보화 등 제도 기반 구축 중심의 주제에 집중되어 있으며, 이러한 경향은 정책 시행 시기와 밀접한 관련이 있는 것으로 나타났다. 특히 정책 기반의 확대와 사회적 관심 증대가 맞물리면서 실무 중심의 연구가 활발히 이루어진 반면, 농인의 문화적 정체성, 문화예술 표현, 시민사회 실천, 국제 교류 등 문화정책적 가치와 직결되는 주제는 상대적으로 소외되어 왔다. 이러한 편중은 기능 중심으로 설계된 정책 구조가 학술연구의 방향에도 영향을 미쳤음을 시사한다. 이러한 분석을 바탕으로 본 연구는 수어 정책의 문화정책적 정당성과 실효성을 높이기 위한 전략으로, 첫째, 수어 연구의 주제를 문화다양성 관점에서 확대하고, 둘째, 농인 연구자가 참여하는 연구 체계를 제도화하며, 셋째, 수어 연구 성과를 축적하고 공유할 수 있는 디지털 기반 아카이브 플랫폼을 구축할 것을 제안한다. 이러한 제안은 ｢제2차 한국수어발전기본계획｣의 ‘농문화 아카이브 구축’ 과제와도 연계되어, 수어 공동체의 문화적 권리 보장과 정책의 지속 가능성 제고에 기여할 수 있을 것이다.
Abstract
This study examines research trends in Korean Sign Language (KSL) and their alignment with national policy, focusing on the protection of cultural rights. Using Article 6, Clause 2 of the Korean Sign Language Act (2016) as the analytical framework, KSL-related studies from 2001 to 2022 were collected from the KCI and RISS databases, categorized by topic, and analyzed by publication period. The results indicate a concentration on institutional domains such as linguistics, education, and the digitization of sign language content, which closely reflect policy agendas. In contrast, culturally significant themes, such as Deaf identity, cultural and artistic expression, civic engagement, and international exchange, remain underexplored. This finding suggests that function-oriented policy frameworks shape research priorities. Based on this analysis, the study proposes the following: (1) expanding research themes from a cultural diversity perspective; (2) mandating the participation of Deaf scholars in publicly funded research as a criterion for cultural and linguistic equity; and (3) creating a digital archive to store and disseminate research outcomes, making them accessible to scholars beyond the KSL research field. It also emphasizes the importance of publishing research results in KSL to ensure information accessibility and foster meaningful participation from the Deaf community. These proposals align with the “Deaf Culture Archive” initiative in Korea’s second KSL development plan and contribute to the realization of a sustainable, rights-based language and cultural policy.
