국내 치안산업 진흥을 위한 정책요인 모색에 관한 연구

초록
본 연구는 정책집행(policy implementation), 동형화(isomorphism) 관련 이론 등을 바탕으로 기존에 선행되어 추진된 유사 정책 분야라 할 수 있는 국내 소방산업 진흥정책의 정책집행 과정상의 주요 내용 등을 살펴봄으로써, 향후 치안산업 진흥 관련 법률 제정 및 진흥정책 수립 시 고려되어야 할 정책 요인들은 무엇인지를 살펴보는 것을 주된 연구목적으로 수행하였다. 분석 결과, 기존 정책의제와 새롭게 추가된 정책의제가 통합되는 과정에서는 정책집행 주체와 정책집행 자원이 가장 큰 정책요인임을 확인해 볼 수 있었으며, 관련 정책의 집행과정에서 조직 운영방식 및 거버넌스의 변화, 즉 동형화 기제가 외부환경과 내부적 요인에 의해 어떻게 촉발·변화되는지를 살펴볼 수 있었다. 기존 유사한 성격을 가지고 있는 정책들이 어떻게 형성·집행되며, 정책 초기 단계의 집행 방식은 어떠하였는지, 그리고 정책집행 과정에서의 운영방식의 차이는 어떻게 변화하는지 등을 살펴보고 이를 통해 새롭게 제시되는 유사한 성격의 다른 정책에서 더욱 슬기로운 “의도된 선택”을 할 수 있도록 그 대응 방안을 모색해 보았다는 점에서 시사하는 바가 크다.
Abstract
This study conducted a research design based on the theory of policy implementation and isomorphism to identify how existing policies with similar characteristics and policy goals were formed and developed, and what internal and external factors influenced the policy implementation process. To this end, this study examined the main contents of the implementation process of the fire industry promotion policy similar to the policing industry, and derived policy factors to be considered when establishing laws and promotion policies related to the fire industry in the future. As a result of the analysis, the characteristics of the process of adding a new policy agenda in the process of integrating existing and new policy agendas into policy were found to be most affected by the policy execution entity and policy execution resources, and external factors, organizational isomorphism, and factors and changes in organizational operation and governance were found to affect the policy agenda setting process. This study is significant in that it contributed to the expansion of policy research in the policing industry field by starting a discussion on the process of forming policing industry policies, which had not been actively discussed in the past.
