네트워크 DEA모형을 활용한 광양항 배후단지 입주기업의 효율성 분석

본 연구는 광양항 배후단지의 활성화를 목적으로 입주기업들의 경영 효율성을 평가하고 그 결과를 분석하였다. 이를 위해 전통적인 CCR, BCC모형의 분석 결과와 잔여 및 블랙박스 개념을 동시에 반영할 수 있는 Newtork SBM DEA모형의 분석 결과를 비교하여 기업들의 정적 효율성을 분석하였고, Window모형을 활용하여 동적 효율성도 분석하였다. 연구 결과, 몇 가지로 정리할 수 있다. 첫째, Network SBM DEA모형을 적용하기 위하여 2단계 프로세스를 거쳐 기업활동을 한다고 가정하였으며, 1단계의 투입변수는 입주면적, 총시설투자액, 산출변수는 화물처리량을 선정하였다. 매개변수는 화물처리량으로 결정하였고, 2단계의 투입변수는 종업원 수, 산출변수는 매출액으로 결정하였다. 둘째, 정적 효율성 측면에서 5년간의 효율성 분포에는 큰 변화가 없는 것으로 나타났다. 효율적 프론티어로부터 산포가 매우 크게 나타난 것으로 볼 때, 기업의 효율성 측면에서 양극화가 존재하는 것으로 분석되었다. 셋째, Network SBM DEA모형과 전통적 모형의 효율성 분석 결과, 전체적으로 Network SBM DEA모형에서 효율적 프론티어에 있는 기업의 수가 전통적 모형에 비해 적은 것으로 나타났다. 넷째, Window모형에 의한 동적 효율성 분석 결과, 광양항 배후단지 입주기업의 효율성은 정체되어 있다고 판단되며, 효율적 프론티어에 근접할 수 있는 유인책을 보다 많이 제시할 필요가 있다고 생각된다. 다섯째, 광양항 배후단지 입주기업은 대부분 경영의 최적성을 실현하면 효율적 프론티어에 근접할 수 있는 것으로 나타났기 때문에 기업의 효과적인 경영활동을 위하여 이해관계자의 적극적 노력이 요구된다고 볼 수 있다.
Abstract
In this study, we evaluated the efficiency of companies in the Gwangyang Port hinterland for revitalizing it and analyzed the results. To do this, we compared the analysis results of the traditional CCR, BCC models with the analysis results of the Newtork SBM DEA model that can simultaneously reflect the slack and black box concepts to analyze the static efficiency of companies, and also analyzed the dynamic efficiency using the Window model. This research results can be summarized as follows. First, in order to apply the Network SBM DEA model, it was assumed that business activities were conducted through a two-stage process (operation and management), and the input variables of the first stage were the gross area, total facility investment, and the output variable was cargo throughput. The parameter linked first to second stage was determined as cargo throughput, and the input variable of the second stage was the number of employees, and the output variable was sales. Second, in terms of static efficiency, there was no significant change in the efficiency distribution over the past 5 years. Considering that the dispersion from the efficient frontier was very large, it was analyzed that there was polarization in terms of corporate efficiency. Third, comparing the results of the efficiency analysis of the Network SBM DEA model and the traditional model, the number of companies in the efficient frontier was found to be smaller in the Network SBM DEA model overall than in the traditional model. Fourth, the results of the dynamic efficiency analysis by the Window model show that the efficiency of companies located in the Gwangyang Port hinterland is stagnant, and it is thought that more incentives need to be presented to help them get closer to the efficient frontier. Fifth, since most companies located in the Gwangyang Port hinterland can get closer to the efficient frontier if they achieve management optimality, it can be seen that active efforts by stakeholders are required for effective management activities of companies.
