EU RED Ⅲ 고찰을 통한 우리나라 산림바이오매스 이용 제도의 개선 방향과 과제

The use of biomass energy is gaining attention as an effective means of achieving carbon neutrality in response to climate change. In particular, forest biomass holds significant potential for reducing and offsetting greenhouse gas emissions, provided its use is grounded in sustainable, while also contributing to ecosystem conservation. In Korea, policy discussions and institutional reforms concerning forest biomass are currently underway. This study reviews the provisions related to forest biomass in the revised Third EU Renewable Energy Directive (RED III), and based on this analysis, proposes policy and institutional improvements for Korea. The study presents three main policy recommendations: ① strengthening verification systems to ensure the sustainability of biomass feed stock; ② introducing policies that prioritize high-value-added applications in accordance with the cascading use principle; and ③ formulating strategies for the sustainable development of the forest biomass industry. To implement these measures, it is essential to reinforce institutional frameworks and enhance technology development and support mechanisms to strengthen the competitiveness of related industries. Furthermore, a coordinated response system—led by the government and key industry stakeholders—should be established to address ongoing international discussions and shifts in forest biomass energy utilization.
