This study examines the determinants of revenue stability in local governments and compares fiscal monitoring systems in South Korea and the United States. Using fixed-effects and cross-lagged panel models, it analyzes the effects of slack resources and fiscal autonomy. on revenue stability In the U.S., slack resources enhance revenue stability by serving as fiscal buffers against external shocks. However, in South Korea, increased slack resources are associated with greater revenue volatility, reflecting inefficiencies in resource management. Fiscal autonomy positively affects revenue stability in both countries: higher fiscal independence reduces revenue fluctuations in South Korea, while lower reliance on federal and state governments enhances stability in the U.S. These findings highlight the need for policies to improve the efficient management of slack resources and to strengthen fiscal autonomy. Setting optimal levels of slack resources and ensuring their transparent, systematic management are crucial. Furthermore, empowering local governments with greater fiscal independence can enhance their financial sustainability. This study provides deeper insights into fiscal stability across different governance contexts.
