초록
본 연구는 2024년 12월 31일 발효한 한-필리핀 FTA를 활용한 기업의 특혜관세 적용 방안에 관해 연구하였으며, 기체결된 한-아세안 FTA, RCEP 등을 참고하여 우리 기업들의 특혜관세를 적용할 수 있는 방안을 제시하고자 하는 데 연구의 목적이 있다. 한-필리핀 FTA는 양국 간 교역을 촉진하고 경제협력을 강화하는 데 중요한 역할을 할 것이며, FTA 발효로 관세가 철폐되거나 인하되면 우리나라 제품의 최종 소비자 가격이 낮아져 더 많은 필리핀 소비자들이 한국제품을 구매할 수 있게 될 것이다. 또한, 자동차부품, 가전제품, 산업용 기계류와 같은 내구재 분야에서 관세인하는 필리핀 현지 생산기업들의 한국산 부품의 구매를 유도하여 우리나라 중소기업들의 수출기회를 확대할 것이다. 우리 기업들의 가장 직접적인 혜택은 관세 절감이므로, 중소기업은 FTA 특혜관세를 효과적으로 활용하기 위해 원산지 기준을 비롯한 규정의 정확한 이해와 철저한 사전준비가 필요하며, 원산지증명은 복잡하고 시간이 소요될 수 있으므로 사전에 관세 무역전문가인 관세사에게 컨설팅을 받는 것도 고려해 보아야 할 것이다.
Abstract
This study investigates the application of preferential tariff schemes under the Korea–Philippines FTA, which entered into force on December 31, 2024. The purpose is to present practical approaches for Korean firms to utilize preferential tariff benefits, with reference to the Korea–ASEAN FTA and the RCEP as comparative frameworks. The Korea-Philippines FTA will play an important role in promoting bilateral trade and strengthening economic cooperation and if tariffs are removed or lowered due to the FTA’s effectuation, the final consumer price of Korean products will be lowered allowing more Filipino consumers to purchase them. In addition tariff cuts in durable goods such as auto parts home appliances and industrial machinery will induce local producers in the Philippines to purchase Korean parts expanding export opportunities for Korean small and medium-sized companies. The most direct benefit of our companies is tariff reduction and SMEs need an accurate understanding and thorough preparation of regulations including rules of origin to effectively utilize FTA preferential tariffs and certification of origin can be complex and time-consuming so you should consider consulting with a customs agent a trade expert in advance.
