디지털 전환 지원을 위한 국가연구개발사업 성과분석 연구: 중소기업을 중심으로
Evaluating the Performance of National R&D Programs for Digital Transformation: Evidence from SMEs in Korea

본 연구는 중소기업의 디지털 전환을 지원하기 위하여 수행된 국가R&D사업 성과에 대한 실증분석을 수행하였다. 국가연구개발사업 조사분석에서 2020년부터 2022년까지 조사된 22개사업 1,369개 과제 데이터를 활용하였는데, 성과변수는 논문 및 국·내외 특허 수, 기술료 수입액, 사업화 매출액이다. 실증분석을 위하여 종속변수 유형별 특성을 분석하였으며, 이를 기반으로 음이항 회귀모형, 허들모형 등 분석에 적합한 분석 기법을 선택적으로 적용하였다. 분석 결과, 중소기업은 디지털 전환 지원사업을 통해 SCI 논문, 해외 특허 수, 기술료 수입액, 사업화 매출 발생과 같은 종속변수와 통계적으로 유의미한 정(+)의 관계를 갖는 것으로 나타났다. 이러한 결과는 중소기업의 디지털 전환을 위한 정부 R&D지원이 중소기업의 학술적 측면의 성과 뿐만 아니라 기술 및 재무성과 창출에 도움이 될 수 있음을 보여준다. 반면, 비수도권 중소기업은 국내·외 특허성과와 유의미한 부(–)의 관계를 갖고, 사업화 매출액 규모는 유의미하지 않은 것으로 나타났다. 본 연구 결과는 향후 중소기업의 디지털 전환을 위한 정책 추진 및 설계 시 기술 수용역량 강화, 사업화 연계 지원, 지역 기반 생태계 구축 등과 같이 보다 체계적이고 정밀한 지원 방안 마련이 필요하다는 것을 시사한다.
Abstract
This study examines the effectiveness of digital transformation support policies for small and medium-sized enterprises (SMEs) in Korea. Using data from 1,369 projects across 22 national R&D programs surveyed between 2020 and 2022, we analyze performance outcomes in SCI publications, patents, licensing income, and commercialization revenue. The results shows that government R&D investment significantly enhances SMEs’ performance including number of SCI publications and international patents, amount of licensing fee, and the likelihood of commercialization. However, SMEs in non-metropolitan regions shows a significantly negative relationship between the amount of patents and licensing fees. This suggests the persistence of structural limitations in regional SMEs. These results indicate that SMEs in non-metropolitan areas face structural limitations despite benefiting from digital transformation support programs. Therefore, more customized and sophisticated policy design is necessary to enhance the effectiveness of digital transformation support programs for regional SMEs. Moreover, it is essential to establish linkages with programs that facilitate the transition from direct performance outcomes through R&D project implementation to economic value creation from a firm value chain perspective.
