광역자치단체 가족돌봄청(소)년 지원 조례의 정합성 분석 - 2025년 제정된「가족돌봄 등 위기아동․청년 지원에 관한 법률」을 중심으로

This study analyzes the consistency between the “Act on Support for Family Caregivers and At-Risk Children and Youth” enacted in 2025 and ordinances established by Korea’s 17 metropolitan governments regarding support for family caregiving children and youth. The study aims to assess whether the local ordinances reflect the intent and provisions of the national law and to suggest directions for future revisions. Content analysis was conducted on 18 ordinances, with a focus on eligibility criteria, government responsibilities, master plans, fact-finding surveys, and support services. Most ordinances were generally consistent with the law, with some expanding age limits or introducing region-specific services such as respite care and online platforms. These were considered complementary and in line with the spirit of the law. However, some ordinances used different terminology or specified lower age limits, potentially restricting eligibility and raising consistency concerns. The study concludes that while metropolitan governments have proactively addressed the issue before national legislation, improvements are needed to align terminology, clarify survey requirements, and ensure the ordinances fully reflect the law’s intent. These efforts will strengthen policy effectiveness and better support young caregivers at the local level.
