Recognizing the importance of having practical effects in the region on local labor policies, which have recently been promoted enthusiastically, this study attempted to present implications for improving the current business method by examining the system in which labor policy projects are planned and implemented around the Busan area. First, it was possible to identify the limitations and characteristics of poor employment indicators as well as performance by examining employment trends and labor conditions in Busan, and confirmed that labor policies reflecting the characteristics of the Busan area were not actively promoted. Accordingly, in order to realize effective labor policies at the regional level, civil society such as local NGOs, local labor and the private sector should actively participate, and cooperative labor-management relations should be established together through active support from local governments and network formation. Through this, it was proposed that in order to plan and promote labor policy projects that meet the characteristics of the Busan area, it is necessary to reorganize the project in a way that guarantees regional autonomy and secure the labor policy capabilities of the Busan area to implement specialized policies suitable for regional conditions.
