사무전문가 자격증 필요성 분석: STEEP을 바탕으로

Rapid demographic changes driven by low birth rates and population aging, along with the expansion of AI-based smart technologies, job specialization, and digital transformation, have significantly influenced the work environment and talent demands in the business administration and service sectors. In particular, office workers, including those in public institutions, serve as essential personnel supporting organizational operations. Nevertheless, undervaluation of their expertise and the rapidly changing technological environment underscore the growing need for a new competency certification system. Therefore, a “Business Office Specialist Certification” (tentative name) tailored to the business and service fields is required to enhance the employment competitiveness of junior college students and strengthen their identity as professional workers. Accordingly, this study examined the necessity of such a certification and its feasibility and strategic direction, using STEEP analysis as the primary research method. The analysis showed that, from a social perspective, extended life cycles and the advent of a multi-career era are driving increased demand for certification systems that support career transitions. From a technological perspective, the spread of smart office platforms and the rise of AI demand advanced office competencies. From an economic perspective, the post-pandemic recovery of the public administration and service industries has amplified the demand for specialized professionals. Furthermore, the educational and political environment is reinforcing the foundation for voluntary competency development and the operation of new certifications through revisions to the Higher Education Act and the Lifelong Vocational Competency Development Act. Based on these findings, the establishment of new certifications is urgently required to respond to evolving job environments and societal needs. In particular, private-sector certifications for office specialists and certifications tailored to the field of public administration are expected to contribute substantially to cultivating practice-oriented talent, alleviating employment mismatches, and enhancing employment competitiveness.
