Human Resource Management Strategies to Reduce Turnover Intention in Korean Rehabilitation Clinics

Rehabilitation clinics in Korea play a pivotal role in providing outpatient care for chronic musculoskeletal and neurological conditions, particularly during subacute and maintenance phases of treatment. However, these clinics face persistent challenges related to human resource management, including high turnover rates among staff. This study incorporates literature review, and the author’s experiences as a rehabilitation medicine specialist, to examine the current state of human resources in rehabilitation clinics and propose strategies to reduce turnover intentions. The aging population in Korea has led to a rise in chronic diseases, such as degenerative arthritis and cerebrovascular conditions, necessitating sustained care and rehabilitation services. Rehabilitation clinics, typically small to medium-sized healthcare facilities, serve as critical providers of outpatient care for these populations. Despite technological advancements and automation in healthcare operations, the labor-intensive nature of rehabilitation services underscores the importance of effective human resource management. Findings reveal that the workforce in rehabilitation clinics often comprises medical professionals such as physical therapists, radiologic technologists, nurses, and administrative staff, with variations based on clinic size and specialization. Key stressors identified include excessive workloads, limited autonomy, emotional labor, and suboptimal working conditions, such as extended hours and weekend shifts. Additionally, the study highlights the challenges posed by insufficient remuneration, imbalanced work-life integration, and organizational inefficiencies as primary contributors to turnover intention. To address these issues, the study recommends adopting targeted strategies, including fostering a supportive organizational culture, offering competitive compensation packages, improving work-life balance, and implementing professional development programs. This study provides valuable insights for clinic managers, and healthcare professionals seeking to enhance staff retention, improve organizational efficiency, and ultimately deliver better patient care. By addressing the root causes of turnover intention, rehabilitation clinics can build a sustainable and resilient workforce that meets the growing demands of Korea’s aging society.
