타워크레인 분야 산업구조 및 노동관행에 관한 국제비교: 프랑스 및 스페인과의 비교를 중심으로

초록
정부는 산업재해를 감축하고 예방하기 위하여 산업안전보건법 개정 및 중대재해처벌법 시행 등 다양한 정책적 노력을 실시하였다. 이러한 정책적 노력으로 인해 과거 20여년간 국내 산재사고사망자수가 약 3배 감소하였다. 하지만 타워크레인 관련 업종에서는 이러한 감소추세가 관찰되지 않고 있으며 2013년부터 2024년까지 누적 사망자는 그 전 10년에 비해 오히려 32%가 증가하였다. 이에 본 연구는 타워크레인 분야 중대재해 증가에 대한 근본원인 및 해결방안을 모색하고자 한다. 이러한 연구목적을 달성하기 위하여 유럽 소재 타워크레인 제조사 대상의 현장조사 및 심층인터뷰(in depth interview))를 실시하였으며, 이를 통해 유럽 소재 안전선진국들의 타워크레인 관련 법·제도 및 산업구조를 파악하고 국내 산업구조와 비교함으로써 산재예방 및 감축에 관한 해결방안을 모색하고자 한다. 이러한 질적연구방법을 통해 도출된 분석결과는 타워크레인 관련 분야 현안에 대한 문제를 공론화하고 향후 타워크레인 설·해체 및 조정 등 관련 업종에서의 사고예방 대책 수립 시 정책방향의 기초자료로 활용될 것으로 기대한다.
Abstract
The government has implemented various policy efforts to reduce and prevent industrial accidents, including revisions to the Occupational Safety and Health Act and the implementation of the Serious Accident Punishment Act. As a result of these policy efforts, the number of industrial accident fatalities in Korea has decreased approximately threefold over the past two decades. However, this downward trend has not been observed in the tower crane industry. In fact, the cumulative number of fatalities from 2013 to 2024 increased by 32% compared to the previous 10 years. This study aims to identify the root causes and solutions to the increase in serious accidents in the tower crane industry. To achieve this goal, field surveys and in-depth interviews were conducted with tower crane manufacturers and labor organizations in Europe. This study applies qualitative research methods to identify tower crane-related laws, systems, and industrial structures in safety-advanced European countries and compares them with the Korean industrial structure. By doing so, it aims to explore solutions for preventing and reducing industrial accidents. These analysis results are expected to raise public awareness of current issues related to tower cranes and serve as a foundation for future policy direction when developing accident prevention measures in related industries, including tower crane installation, dismantling, and adjustment. Furthermore, from an academic perspective, it is expected to provide an opportunity to consider and discuss the importance of the government and institutional roles in the conflicting interests of industrial accident prevention and individual companies' profit maximization.
