초록
[연구목적]본 연구는 국내 한계기업의 진입, 장기존속 및 탈출에 관한 결정요인을 체계적으로 분석하고, 이를 통해 한계기업 문제에 효과적으로 대응하기 위한 정책적 및 실무적 시사점을 도출하는 것을 목적으로 한다. [연구방법]본 연구는 한계기업 관련 연구동향을 분석하기 위해 체계적 문헌고찰(Systematic Literature Review, SLR) 방법론을 적용하였다. 문헌검색은 국내 주요 학술데이터베이스인 한국학술지인용색인(KCI)과 DBPIA를 대상으로 수행되었으며, 검색기간은 최신 연구성과를 포함하기 위해 최근 10년간(2014－2024)으로 한정하였다. 초기 검색결과 총 77건의 문헌이 도출되었으나, 주제 관련성 및 분석 초점 명확화를 위한 다단계 선별과정을 통해 최종 19편의 핵심 연구물이 선정되었다. [연구결과]한계기업 진입의 결정요인으로는 기업업력, 기업규모, 수익성, 부채비율, 산업특성 등이 확인되었으며, 구체적으로 업력이 오래되고 규모가 작으며 수익성이 낮고 부채비율이 높은 기업일수록 한계기업이 될 가능성이 높은 것으로 나타났다. 한계기업 탈출요인으로는 기업규모, 수익성, 노동비용감축, 자산구성변화 등이 확인되었으며, 규모가 크며 수익성이 높은 한계기업일수록 정상화될 가능성이 높은 것으로 분석되었다. 최근 우리경제에서는 장기존속 한계기업이 증가하는 추세를 보이고 있으며, 이는 한계기업의 퇴출 부진과 구조조정 지연에 기인하는 것으로 해석되어 자원의 비효율적 배분을 초래하여 정상기업의 성장과 투자를 저해하고 경제전반의 생산성 향상을 제약하는 요인으로 작용할 수 있다. [연구의 시사점]첫째, 기업규모보다는 업력을 중심으로 한 정책적 접근이 필요하다는 것으로, 이는 정부가 한계기업 문제에 대응할 때 중소기업 여부와 같은 기업규모 중심의 정책보다는 규모에는 중립적이면서 업력을 고려한 정책 전환이 필요함을 시사한다. 둘째, 기업 차원의 자발적 구조조정을 촉진하는 정책적 지원체계 구축이 필요하며, 구조조정 컨설팅 지원, 세제혜택, 노동시장 유연화, 사업재편 지원 등의 정책을 통해 기업의 자발적인 구조조정을 유도하고 지원할 필요가 있다. 셋째, 지속가능한 수익성 확보와 부채관리의 중요성이 강조되며, 전략적 비용구조 혁신과 자산포트폴리오 최적화가 한계기업 탈출의 핵심요인으로 확인되어 한계기업들은 비용구조 개선과 자산구성 최적화를 통해 한계기업 상태에서 벗어나기 위한 적극적인 노력을 기울일 필요가 있다.
Abstract
[Purpose]This study aims to systematically analyze the determinants throughout the lifecycle of Korean zombie firms－transition, prolonged persistence, and exit, and to derive policy and practical implications for effectively addressing zombie firm problems. [Methodology]This study employed a systematic literature review (SLR) methodology to analyze research trends related to zombie firms. The literature search was conducted using major domestic academic databases, namely the Korea Citation Index (KCI) and DBPIA, with the search period limited to the recent 10 years (2014－2024) to include the latest research outcomes. 19 core research papers were finally selected through a multi－stage screening process for topic relevance and analytical focus clarification, while the initial search yielded a total of 77 document. [Findings]The determinants of zombie firm transition were identified as firm age, firm size, profitability, debt ratio, and industry characteristics, with firms that are older, smaller, less profitable, and have higher debt ratios being more likely to become zombie firms. The determinants of zombie firm exit were identified as firm size, profitability, labor cost reduction, and changes in asset composition, with larger and more profitable zombie firms being more likely to normalize. Recent trends in the Korean economy show an increasing proportion of prolonged persisting zombie firms, which is attributed to delayed restructuring and deregistration, potentially leading to inefficient resource allocation that hinders the growth and investment of healthy firms and constrains overall economic productivity improvement. [Implications]First, a core finding of this study is that policy approaches centered on firm age rather than firm size are necessary, suggesting that when the government responds to zombie firm problems, a policy shift is needed toward age－neutral approaches that consider firm age rather than firm size－centered policies such as SME status. Second, it is necessary to build a policy support system that promotes voluntary corporate restructuring, with policies facilitating restructure consulting, tax benefits, labor market flexibility, and business reorganization. Third, the importance of securing sustainable profitability and systematic debt management is emphasized, and strategic cost structure innovation and asset portfolio optimization are confirmed as key factors for zombie firm exit, indicating that zombie firms need to make active efforts to escape from zombie status through cost structure improvement and asset composition optimization.
