사립대학 재정진단의 지표별 영향과 예측 정확성 분석 ：전문대학을 중심으로

[연구목적]한국사학연국재단의 재정진단제도의 실효성을 제고하기 위하여 2024년 발표된 경영위기대학 14개교를 대상으로 8개 지표별 진단 결과를 분석하고 진단 과정에서 지표의 영향력이 어떻게 작용했는지를 고찰한다. 또한 진단 대상 중 전문대학을 표본으로 선정하여, 2022년 결산자료로 사전 예측을 수행하고, 이를 실제 2024년 결과와 비교 검증함으로써 지표의 예측 정확성과 구조적 한계를 규명하고자 한다. [연구방법]한국사학진흥재단에서 2024년 발표한 경영위기대학에 대하여 지표별로 분석하며, 전문대학을 기반으로 2022년 결산자료를 통해 경영위기대학을 예측할 수 있는지 지표별 비교 분석하였다. [연구결과]첫째, 2024년 발표된 경영위기대학 14개교의 지표별 실제 진단 결과 높은 인건비 및 연구학생경비 지출에서 운영적자가 발생하였고, 임금체불 문제가 발생된 대학도 있는 것으로 분석된다. 대부분의 대학은 적자를 보전할 능력이 부족하고, 평균 76%로 높은 손실률이 예상되었다. 둘째, 2022년 결산자료를 활용하여 편람(안) 기준으로 예측된 전문대학 17개교 중, 실제 2024년 경영위기대학으로 지정된 대학은 6개교(35.3%)에 불과하였다. 예측 실패의 주요 원인으로는 국고보조금 미지급, 입학금 폐지 등 예측이 불가능한 수입이 감소하였으며, 일부 대학은 잡수입 등의 수입이 일시적으로 계상되었기 때문이다. [연구의 시사점]본 연구는 재정진단제도의 실효성 및 예측 가능성을 확인했다는 점에서 의의가 있다. 향후 연구에서는 지표 개선 효과를 장기 추적하고, 다양한 유형의 대학을 포괄하는 분석을 통해 보편적이고 다층적인 재정진단 모델을 완성해야 할 것이다. 사립대학 재정진단이 단순한 위기 분류를 넘어 조기 경고 및 맞춤형 지원체계로 발전함으로써, 우리나라 사립대학의 중장기적 재정 건전성을 제고하는 데 기여할 것으로 기대한다.
Abstract
[Purpose]We analyze the diagnostic results for 8 indicators for 14 universities in management crisis(Faltering College and University) announced in 2024. We examine how the indicators affected the diagnostic process. Among these, we select specialized colleges as a sample to confirm the possibility of prior prediction and diagnostic results. [Methodology]We analyzed the universities in crisis management announced in 2024 by indicators and compared and analyzed the indicators to see if it is possible to predict universities in crisis management through the 2022 financial statements based on specialized universities. [Findings]First, the actual diagnosis results by indicators of the 14 universities in crisis announced in 2024 show that there was an operating deficit due to high personnel expenses and research student expenses, and some universities had wage arrears. Second, among the 17 specialized universities predicted using the 2022 financial statements, only 6 universities(35.3%) were actually designated as universities in crisis in 2024. [Implications]This study is significant in that it confirmed the effectiveness and predictability of financial diagnosis. In future studies, a more universal and multi－layered financial diagnosis model should be completed through an analysis that encompasses various types of universities. It is expected to contribute to improving the mid－ to long－term financial soundness of private universities in Korea.
