An Exploratory Study on the Validity of Performance Evaluation Indicators in SME Technological Innovation Support Programs from the Demand-Side Perspective

Purpose - This exploratory study investigates the relationship between technological innovation support programs for small and medium-sized enterprises (SMEs) and their associated performance evaluation indicators from the demand-side perspective. Unlike previous research that has predominantly focused on the supply-side—government or program operators viewpoints—this study emphasizes the perceptions of SMEs themselves regarding the validity and appropriateness of various performance indicators. Design/methodology/approach – Using survey data collected from 141 SMEs in South Korea, the study evaluates the perceived validity of diverse performance metrics across different types of technology support programs. Findings - The findings reveal that the relationships between specific technological innovation support programs and performance indicators are not uniform. Some programs show significant associations with multiple indicators, while others show significance with only a limited set—or none at all. This nuanced understanding suggests that a one-size-fits-all approach to performance evaluation may be inadequate. The results underscore the importance of tailoring performance indicators to the specific type and objectives of each support program. Research implications or Originality - These insights offer meaningful policy implications, providing a foundation for designing more effective evaluation frameworks that reflect the needs and experiences of SME beneficiaries.
