Emerson과 Nabatchi의 통합프레임워크를 활용한우주환경감시 정책의 동태적 협력 거버넌스 분석

As humanity expands its activities into outer space, space debris resulting from unregulated development has emerged as a new societal issue that jeopardizes both the sustainable utilization of space and the safety of Earth. This challenge encompasses complexities and uncertainties that exceed the capabilities of traditional government-led policies and conventional coordination mechanisms to address effectively. Policy scholars characterize this type of challenge as a “wicked problem,” which requires active collaboration among a diverse stakeholders. This study employs the integrated framework of collaborative governance developed by Emerson and Nabatchi(2015) to assess whether Korea’s space situational awareness(SSA) policy genuinely embodies the principles of collaborative governance. The analysis reveals that Korea’s SSA policy continues to depend significantly on a hierarchical, government-driven structure. While it satisfies certain formal criteria for collaboration, it has not achieved a level at which joint efforts yield meaningful shared outcomes. To address these limitations, the study proposes several alternatives: establishing more open and inclusive networks, redefining leadership to encompass multiple and facilitative roles, introducing diverse and sustainable incentive systems, and designing collaborative action programs that generate new value through collaboration.
