예술계 드래프트 제도의 정책적 적용 가능성에 관한 연구: 시범사업 모델 설계 및 평가 프레임워크 개발

빠르게 변화하는 예술 생태계 속에서 예술인들은 생계 불안과 기회 불균형에 직면하고 있으며, 특히 신진 예술인은 창작보다 생계유지에 집중해야 하는 현실적 제약 속에 놓여 있다. 이러한 구조적 불안정성은 예술 활동의 지속 가능성을 약화시키고, 문화산업 전반의 다양성에도 부정적 영향을 미친다. 본 연구는 스포츠 분야의 드래프트 제도를 예술정책에 접목하여, 예술인의 진입 단계에서 발생하는 기회 불평등을 제도적으로 완화하기 위한 드래프트형 예술인 복지제도를 설계하고 그 정책적 적용 가능성을 검토하였다. 연구는 문헌분석과 정책 비교를 통해 이론적 근거를 도출하고, 이를 토대로 선발–계약–배치–평가의 4단계 정책모델과 최저소득 보장·매칭 시스템·민관협력 재원 구조를 포함한 시범사업안을 제시하였다. 분석 결과, 제안된 제도는 예술인의 생계 안정과 기회 형평성 제고뿐 아니라 지역 간 문화격차 완화에 실질적 기여가 가능함을 보여준다. 또한 공공성과 시장성이 결합된 혼합형 제도로서 예술복지의 제도적 지속성을 강화할 수 있음을 확인하였다. 본 연구는 사후적 보조 중심의 복지정책을 기회 기반의 고용 안전망 체계로 전환하는 정책 프레임워크를 제시하며, 향후 시범사업과 평가체계 구축을 통한 실증적 검증의 필요성을 제언한다.
Abstract
In a rapidly changing arts ecosystem, artists face livelihood insecurity and unequal opportunities, particularly emerging artists who are forced to prioritize survival over creation. Such structural instability undermines both the sustainability of artistic practice and the diversity of the cultural industry. This study designs a draft-based artist welfare system that institutionalizes fairness in access to artistic opportunities by adapting the draft mechanism from professional sports. Through literature analysis and policy comparison, the study derives theoretical foundations and develops a four-stage policy model-selection, contract, placement, and evaluation-along with a pilot framework that includes minimum income guarantees, matching systems, and public-private funding structures. The results indicate that the proposed model can enhance artists’ income stability, equity of opportunity, and regional cultural balance, functioning as a hybrid system that combines public welfare and market sustainability. This research presents a policy framework that shifts from ex-post subsidies to an opportunity-based employment safety net, suggesting future pilot projects and evaluation mechanisms for empirical validation.
