초록
한국 사회의 초저출생 현상이 출산율 0.65명으로 심화되면서 어떻게 하면 출산율을 반등시킬 수 있을지에 정책적 관심이 모이고 있다. 2024년 저출생 추세 반전을 위한 대책을 발표한 윤석열 정부는 문재인 정부 시기 동안 사라졌던 구체적인 출산율 목표치를 부활시키며 출산율을 1명대로 올리는 것을 목표로 삼았다. 하지만 이러한 목표치를 완성할 정책적 관점과 뒷받침이 없다면, 이러한 정책 목표가 달성될 수 있을까? 이 연구는 거꾸로 기계적인 출산율 반등 정책은 재생산권을 침해할 반인권적 소지가 있으며, 잘못된 패러다임 하에서는 설령 출산율이 우연히 오른다 해도 문제라고 주장한다. 왜냐하면 최근 한국 사회의 출산율은 소득이 높을수록 더 높고, 이를 부추긴 윤석열 정부의 저출생 대책의 주요 대상은 철저히 정상가족 정규직 노동자 이상의 특정 계층 중심이기 때문이다. 즉 한국 사회 저출생 대응의 복지 패러다임은 잘사는 사람들한테는 복지 혜택을 더 주고 저소득 계층의 복지를 도외시하는 새맬서스주의적 복지 패러다임을 공고히 할 위험성을 안고 있다. 이 글은 이러한 한국 저출생 대책에 내재한 한계를 비판적으로 성찰하고, 기존의 인구 패러다임을 대체할 인권 패러다임의 개입이 요청됨을 제안한다.
Abstract
As South Korea’s ultra-low birthrate deepens—reaching 0.65 births per woman—policy attention is increasingly focused on how to reverse the declining fertility trend. In 2024, the Yoon Suk-yeol administration announced new measures aimed at reversing this trend, reinstating explicit fertility targets that had been abandoned during the Moon Jae-in administration. The government now aims to raise the fertility rate back to at least 1.0. However, without a coherent policy framework and substantive support to realize this goal, achieving such a target becomes highly unlikely. This study argues that mechanistic policies aimed solely at increasing the birthrate risk infringing on reproductive rights and may, in fact, be inherently against human rights. Even if the fertility rate were to rise by chance under such a flawed paradigm, it would still be problematic. Recent data show that fertility in Korea is positively correlated with income, and the Yoon administration’s low birthrate policies primarily target a narrow demographic—namely, middle-class or higher, full-time workers in so-called “normal” family structures. As such, Korea’s welfare paradigm for addressing low birthrates risks reinforcing a welfare system that disproportionately benefits the well-off while neglecting the needs of low-income and marginalized groups. This paper critically reflects on the limitations embedded in Korea’s current low birthrate policies and calls for a paradigm shift—from a population-centered approach to one grounded in human rights.
