중소기업 ESG 경영 활성화를 위한 지방자치단체의 지원 메커니즘 사례 연구: ser-M 모델을 중심으로

This study examines a case study of a local government's support mechanism for revitalizing ESG management for SMEs based on ser-M (subject, environment, resource, mechanism). This study breaks away from the conventional content analysis framework and focuses on ser-M-based analysis. Ser-M is an interdisciplinary research method that emphasizes convergence and integrative research, rather than the traditional fragmented analysis. This study aims to propose a model for local government support mechanisms for revitalizing ESG management for SMEs by incorporating ser-M into the existing local government SME support system. Furthermore, this model was utilized to analyze a case study of a local government's support mechanism for ESG management in City Y. This study demonstrates the usefulness of analyzing local government support mechanisms for SMEs from a ser-M perspective. Recently, SMEs are facing increasing demands from their clients on various ESG management issues. However, SMEs with limited capital are likely to fail to adequately prepare for these challenges and ultimately lose their competitiveness. This study demonstrates how local governments can create SME support mechanisms to promote ESG management, thereby building competitiveness for local SMEs. This study, rather than focusing on a fragmented perspective on local SME support systems, categorizes factors into actors, environments, and resources. It also explains how local governments can build SME support systems for ESG management based on ser-M. By demonstrating how SME support mechanisms for ESG management operate, this study is expected to be a valuable resource for management consulting.
