제약⋅바이오 산업의 R&D 감독지침이 기업 위험을 완화할 수 있는가?: 주가 변동성을 중심으로

본 연구는 2018년 제약⋅바이오 산업에 적용된 감독지침이 기업의 주가 변동성에 미치는 영향을 체계적으로 분석하였다. 해당 지침은 R&D 자산화 과정에서 발생할 수 있는 불확실성과 이에 따른 기업 위험을 완화하고자, 기존보다 엄격한 회계처리 기준을 도입하여 R&D 비용의 자산화 조건과 범위를 명확히 규정한다. 이러한 지침이 실제 시장에서 위험을 줄이고 주가 변동성을 낮추는 데 어떤 효과가 있는지를 평가하기 위해, 본 연구에서는 제약⋅바이오 산업을 처치집단(treatment group)으로, 나머지 산업을 통제집단(control group)으로 구분한 뒤 지침 도입 전후의 주가 변동성을 비교⋅분석하였다. 실증 결과, 감독지침 시행 이후 제약⋅바이오 산업에서 다른 산업 대비 유의미하게 낮아진 주가 변동성이 관측되었으며, 이는 자산화 된 R&D 지출에 내재된 위험(idiosyncratic risk)을 줄임으로써 해당 산업 주가 변동성의 감소를 시사한다. 추가적으로, 단기공매도 지표를 활용한 분석과 처치집단⋅통제집단 간의 잠재적 표본 편의를 통제하기 위한 엔트로피 밸런싱(Entropy Balancing)을 적용한 결과 역시, 동일한 결론을 지지했다. 뿐만 아니라 표본 기간을 확대하여 실시한 재검증에서도 유사한 결과가 확인됨에 따라, 본 연구의 결론이 다양한 조건에서 일관되게 나타남을 알 수 있었다. 이러한 연구 결과는 제약⋅바이오 산업에서 강화된 규제가 불확실성을 통제하고 주가 변동성을 감소시켜 시장 안정화에 기여할 수 있음을 보여주며, 동시에 엄격한 규제 모니터링의 중요성과 효과성을 부각시킴으로써 향후 회계 및 규제 정책 전반에 시사점을 제공한다.
Abstract
We investigate the impact of the 2018 pharmaceutical and bio-industry supervisory guidelines on stock price volatility. The supervisory guidelines are designed to mitigate firm risk associated with the uncertainty of capitalized R&D through stricter accounting standards for R&D capitalization. To evaluate the effectiveness of these regulations, we analyze changes in stock price volatility before and after implementing the guidelines in the pharmaceutical and bio-industry relative to other industries. Our findings indicate a significant decline in stock price volatility in the pharmaceutical and bio-industry after implementing the guidelines, compared to other industries. This finding underscores the crucial role of regulatory monitoring in stabilizing stock price volatility by reducing idiosyncratic risk in capitalized R&D expenditure in the pharmaceutical and bio-industry. We also perform additional analyses, including short selling as an alternative measure, entropy balancing to account for potential biases between treatment and control groups, and an extended sample period to confirm the robustness of our results. This study significantly expands our knowledge of regulatory effectiveness in the pharmaceutical and bio-industry and contributes to literature by highlighting the significance of regulatory monitoring in market stability.
