지방의회 인사청문회제도의 기능이 효용성에 미치는 영향 - 시민참여의 매개효과를 중심으로 -

Local Council Personnel Hearing System is expected to function as an institutional device to strengthen the transparency and accountability of the personnel process. For the personnel hearing system to achieve tangible results, democratic legitimacy and acceptance are required. Therefore, it is necessary to focus on citizen participation. However, the citizen participation element in the National Assembly and local council personnel hearing system is considerably limited, and institutional design and social discussion to improve this are also lacking. This study examines the relationship between the main functions and effectiveness of the local council personnel hearing system, with a particular focus on the mediating effect of citizen participation on these relationships. Using survey data collected from citizens, the analysis revealed that institutional functions, job performance verification, and criminal fact verification functions have a significant positive impact on the system's effectiveness. Moreover, citizen participation was identified as a crucial mediating factor in this relationship. These results highlight the to institutionally strengthen citizen participation elements. Amendments to the ordinance are needed to reflect elements of citizen participation in the personnel hearing process, and the scope of pre- and post-hearing disclosure of information related to personnel hearings should be expanded. Additionally, it is necessary to introduce a citizen-participatory personnel verification model based on deliberative democracy and strengthen the education and public relations system to establish a desirable citizen-participatory culture. This study is expected to contribute to exploring the direction of development of the local council personnel hearing system for the realization of a democratic society.
