강원도는 전체 사업체 중 약 70%가 소상공인으로 구성된 지역으로 산업 구조의 편중과 프랜차이즈 본부의 수도권 집중으로 인해 지역 내 경제적 가치의 역외 유출 문제가 심화되어 있다. 본 연구는 소상공인의 기업화를 위한 전략적 방안으로서 강원형 프랜차이즈 본부 육성 필요성을 제기하고, 국내외 프랜차이즈 정책 분석, 지역 소상공인 현황 분석, 경제적 파급효과 분석, 전문가 의견 조사 등을 통해 강원도에 적합한 프랜차이즈 육성 전략을 제안하는 데 목적이 있다. 연구 결과, 프랜차이즈 본부가 지역에 존재할 경우 생산·고용 효과가 크게 나타나며, 지역 특산물·농식품 산업과 연계한 새로운 비즈니스 모델 형성이 가능하다. 이를 바탕으로 브랜드 개발, 시스템 표준화, 공급망(SCM) 구축, 교육·법률 지원, 프랜차이즈 클러스터 조성 등으로 구성된 강원형 프랜차이즈 개념 모델을 제시하였다. 본 연구는 지역기반 프랜차이즈 생태계 구축의 이론적 타당성과 정책적 실천 방향을 동시에 제시함으로써 지역경제 활성화에 기여할 수 있는 전략적 시사점을 제공한다.
Abstract
"Gangwon Province has a high proportion of small businesses exceeding 70% of total establishments, yet franchise headquarters remain highly concentrated in the Seoul metropolitan area. This imbalance leads to revenue outflow and limits the creation of a self-sustaining regional economy. This study aims to propose a strategic model for developing a Gangwon-style franchise ecosystem that enhances business formalization and revitalizes the regional economy. A comprehensive analysis was conducted on the current status of small businesses in Gangwon Province, local franchise market characteristics, national and global support policies, expert interviews, and input–output economic impact assessments. Findings reveal that establishing franchise headquarters within the region can strengthen related industries such as agri-food manufacturing and logistics while improving employment stability. Based on the results, this study suggests strategic directions including industry selection, branding and systemization support, infrastructure development, and regional value chain cooperation. Policy implications are presented for building a sustainable franchise-led regional development model."
