본 연구에서는 미국 연방정부의 부채문제를 중심으로 크립토위크 3법의 입법요인을 살펴보고, 이와 관련하여 앞으로 스테이블코인을 중심으로 펼쳐질 미래 디지털금융 환경에 대비하기 위한 정책방향을 제시하였다. 천문학적인 미국 연방정부의 부채문제는 2025년 5월에 무디스가 미국의 국가신용등급을 강등시킬 정도로 미국 재정상태에 심각한 부담으로 작용하고 있고, 트럼프 행정부는 이러한 미국 연방정부의 부채문제를 해결하기 위해 OBBA법과 크립토위크 3법을 제정하였는데, 이 법안들의 핵심적인 내용은 스테이블코인을 통해 미국 연방정부의 부채문제를 해결함으로써 미국의 패권을 유지하는 것이다. 즉, OBBA법을 통해 미국 연방정부가 발행할 수 있는 부채한도를 5조 달러 증액시켰고, 이에 대한 미국 국채의 안정적인 수요처를 확보하기 위해 크립토위크 3법을 만든 것이다. 크립토위크 3법으로 촉발된 글로벌 금융환경변화에 어떻게 대응하느냐에 따라 대한민국의 디지털자산 주도권과 통화정책에 대한 통제력은 물론 금융산업구조와 국가 경쟁력 자체에도 엄청난 영향을 미칠 것이다. 이에 관련 제도 및 감독체계를 정비함으로써 가상자산시장에 대한 신뢰회복 및 소비자보호를 위해 최선을 다해야 할 것이며, 관련 기술개발과 인재육성을 위해 정부차원의 집중적인 지원을 해야한다. 또한 달러패권에 휘둘리지 않도록 금융안정을 위해 노력하고 통화정책을 수행함과 동시에 미래 디지털금융시대에 적합한 글로벌표준을 제정할 수 있도록 적극적인 외교적대응이 요구된다.
Abstract
This study analyzes the current status and challenges of stablecoins, focusing on the impact of the 3 Crypto Week Acts. The Trump administration proposed the OBBA Act and the Crypto-Week Trilogy of bills to address the debt of the U.S. federal government, with the aim of utilizing stablecoins to solve the federal debt problem. The OBBA Act raised the federal government's debt ceiling by 5 trillion USD, and the Crypto-Week Trilogy was introduced to secure a stable demand for U.S. Treasury bonds in response. This paper suggests that there is a need to overhaul relevant systems and supervisory frameworks to restore trust in the virtual asset market and protect consumers and the government should provide focused support at the national level for technological development and talent cultivation in this field. In addition, efforts toward financial stability must be strengthened to prevent subjugation to dollar hegemony, while simultaneously carrying out effective monetary policy and the initiative in diplomatic efforts should be taken to establish global standards suitable for the future digital financial era.
