· Research topics: This study examined the court ruling on the Yongin Light Rail Project, which has been cited as one of the major cases of budget waste among projects promoted by local governments. The study aimed to clarify the criteria for determining the eligibility of resident lawsuits and the establishment of individual liability for damages. · Research background: The local government caused enormous financial losses while promoting a private investment project. Local residents filed a resident lawsuit demanding that the head of the local government seek compensation for damages from the former mayor, the Korea Transport Institute, and others. · Differences from prior research: This was the first case in which the residents ultimately won the lawsuit. Accordingly, this study reviewed the case, which became a turning point in emphasizing the importance of resident participation and strengthening the accountability of local governments in local administration. · Research method: The study analyzed precedents related to resident lawsuits arising from budget waste in the light rail project. Along with the rulings of courts at each level, similar and related cases were analyzed to identify the legal principles and key issues at stake in the case. · Research results: The study focused on the criteria for determining the eligibility of resident lawsuits and the intent or gross negligence of unlawful acts in the light rail project.
