Invisible Labor and Reconfigured Accommodation in Remote Work for People with Disabilities

본 연구는 장애인 재택근무를 장애인을 위한 ‘합리적 편의’의 수단으로만 이해하는 접근을 비판적으로 검토하고, 재택근무를 둘러싼 행위자들의 네트워크를 분석하였다. 이를 통해 장애인 노동자, 고용주, 중개업체, 재택근무 플랫폼, 보조공학기기 및 근로지원인 제도 등 다양한 인간 및 비인간 행위자들이 상호작용하는 네트워크 속에서 ‘합리적 편의’의 의미가 어떻게 구성되고 번역되는지를 드러내고자 했다. 장애인의 재택근무는 다양한 인간·비인간 행위자들의 상호작용 속에서 구성되었으며, 이들의 비대칭적 협상 과정은 ‘합리적 편의’의 한계를 드러낸다. 제도와 조직이 정의하는 편의는 효율성과 생산성 중심으로 구축되어 장애인의 실제 경험과 필요를 비가시화하였으나, 장애인 노동자들은 이러한 경계를 교란하고 재조정하는 수행을 통해 새로운 실천을 만들어냈다. 따라서 재택근무는 제도의 규범 그 자체라기보다는 제한적이나마 장애인 노동자의 실천 속에서 지속적으로 재구성되는 역동적 과정으로 이해될 수 있다. 연구를 통해 장애인의 노동 경험을 둘러싼 기술적·사회적 불평등이 구성되는 과정을 드러내고, 합리적 편의와 노동을 통한 장애인 사회통합의 의미를 사유하는 데 기여하고자 하였다
Abstract
This study critically examines approaches that understand remote work for people with disabilities solely as a means of providing reasonable accommodation and analyzes the network of actors surrounding it. The study shows how the meaning of reasonable accommodation is constructed and translated through interactions among workers, employers, intermediaries, remote work platforms, assistive technologies, and the Personal Assistant system. These interactions and their asymmetrical negotiations expose the limitations of institutionalized accommodation, which is often structured around efficiency and productivity and renders the lived experiences and needs of workers invisible. However, workers disrupt and renegotiate these boundaries through their everyday practices, generating new forms of work arrangements. Therefore, remote work can be understood not simply as the implementation of institutional norms, but as a dynamic process continuously reconfigured through the practices of workers with disabilities. This study sheds light on how technological and social inequalities surrounding disabled labor are constructed and offers insights into rethinking reasonable accommodation and social inclusion.
