‘쉬었음’ 청년의 취업 결정요인 분석에 관한 연구

본 연구는 한국노동패널조사(KLIPS) 10차(2007년)∼26차(2023년) 자료를 활용하여 ‘쉬었음’ 상태에 있는 청년(15세~34세)의 노동시장 진입에 영향을 미치는 요인을 분석하였다. 분석 방법은 Kaplan-Meier 생존함수, 콕스 비례위험 회귀모형(Cox-PH Model), 프로빗 모형(Probit Model)을 사용하였다. 생존분석 결과, ‘쉬었음’ 청년(비경제활동인구 중 최근 1주일간 주요활동에 대해 쉬었음으로 응답)의 78.0%가 1년 이내 취업하지 않았으며, 5년 차에는 생존율이 40.9%까지 하락하였다. 콕스 회귀분석에서는 청년 남성이 여성보다 첫 일자리에 진입 가능성이 낮게 나타났고, 고학력자 및 자격증 보유자의 취업 확률은 유의하게 높게 나타났다. 프로빗 분석 결과, 성별, 학력, 직업훈련 경험, 자격증 보유가 주요 취업 결정요인으로 확인되었으며, 특히 자격증 보유는 중장기 취업 성과와 밀접한 관련이 있었다. 반면, 직업 가치관과 가구소득은 단기 취업에는 유의미했으나 장기 효과는 제한적이었다. 본 연구는 ‘쉬었음’ 청년의 노동시장 진입 가능성을 높이기 위해 개인의 고용경쟁력(employability) 강화와 조기 개입을 위한 정책 지원이 필요함을 시사한다.
Abstract
This study analyzes the factors influencing labor market entry among young individuals (aged 15 to 34) who are in a ‘resting’ status, using data from the 10th (2007) to the 26th (2023) waves of the Korean Labor and Income Panel Study (KLIPS). The analysis utilized Kaplan-Meier survival functions, Cox proportional hazards model (Cox-PH model), and probit regression model. The survival analysis shows that 78.0% of ‘resting’ youth did not enter employment within one year, and their survival rate declined to 40.9% by the fifth year. In the Cox regression analysis, young men were less likely to enter their first job than young women, whlie higher educational attainment and holding certificates significantly increased the probability of employment. According to the probit analysis, gender, education level, job training experience, and certification ownership were identified as key determinants of employment. In particular, having certifications was closely associated with mid- to long-term employment outcomes. In contrast, occupational values and household income showed significant only for short-term employment, with limited long-term effects. This findings suggest that enhancing individual employability and providing early policy intervention are necessary to increase the labor market entry prospects of ‘resting’ youth.
