This study analyzed the process of enacting the ｢Act on Registration and Evaluation of Chemical Substances｣ which was implemented in Korea to respond to the implementation of the European Chemicals Management System (REACH). The analysis applies a combined model integrating the Multiple Streams Framework (MSF) and the Advocacy Coalition Framework (ACF). From the perspective of the MSF, we analyzed the triggering and timing factors of policy change. From the perspective of the ACF, we analyzed the process of adopting policy alternatives and the direction of policy output. This study has the following characteristics. Its theoretical implications include the provision of a policy case analysis framework that reflects Korea’s unique characteristics by combining the previously used MSF and the ACF. This research method offers new possibilities for understanding policy change processes with high uncertainty, such as those in safety, health, environment, and energy. In terms of policy implications, the occurrence of social incidents has led to a shift in policy toward a preventive safety management system for chemical substances, with government ministries taking on the roles of policy entrepreneur and policy broker.
