International Trends and Implications for Digitalization of Trade Documents

The transportation and logistics sector is facing particularly challenges in the digitalization of trade process. Among others, the use of electronic bills of lading (e-B/L) remains stagnant. This is still occurring due to a number of complex reasons, such as practical problems in shipping industry, resistance to trade practices, and legal restrictions. Governments and businesses around the world are at a critical juncture to collaborate on building an efficient, transparent, and competitive e-trade system that fosters an environment that embraces standardized trade processes and digital tools, thereby helping all trade participants, especially SMEs, avoid being left behind in the global supply chains. Accordingly, this study examines international trends in the digitalization of trade documents in Chapter II, reviews cases of domestic and international trade platform construction in Chapter III, and finally derives implications for Korean government and businesses to build an efficient and effective digital trade ecosystem in Chapter IV, presenting improvement measures at both domestic and international levels. This study, at the domestic level, urges the accelerated enactment of the UNCITRAL MLETR into domestic law, and particularly proposes amendments to the Act on the Promotion of Electronic Trade and the Commercial Act of Korea, and proposes developing an e-B/L system using a blockchain-based distributed ledger system based on the u-TradeHub system. Furthermore, the study presents a roadmap for establishing an interoperable e-trade system at the international level.
