지각된 유연근무제 활성화와 일・가정 만족도 및 조직성과의 관계: 성평등 조직문화의 조절효과를 중심으로
Understanding the Impact of Flexible Work System Activation on Work–Family Satisfaction and Organizational Outcomes: The Moderating Role of Gender Equality Culture

저출산, 맞벌이 가구의 증가, 일・가정 양립에 대한 사회적 요구 확산에 대응하여 근로시간과 근무장소의 자율성을 보장하는 유연근무제는 핵심적인 가족친화 제도로 주목받고 있다. 그러나 제도의 도입에도 불구하고 실제 활용도와 효과성에 대한 관심은 상대적으로 부족하며, 특히 관리자들의 성평등 인식 수준 등 조직의 문화적 맥락에 따라 그 효과가 달라질 가능성이 있음에도 이에 대한 연구는 부족한 상황이다. 이에 본 연구는 근로자가 인식하는 유연근무제 활성화 수준이 일・가정 만족도, 부서 성과, 조직 성과에 미치는 영향을 실증적으로 검증하고, 이러한 관계에서 성평등 조직문화의 조절효과를 분석하였다. 이를 위해 가족친화 인증을 받은 7개 기관(공공기관 3개, 중소기업 4개)의 근로자 551명을 대상으로 설문조사를 실시하였으며, 위계적 회귀분석을 통해 가설을 검증하였다. 분석 결과, 유연근무제의 활성화 수준이 높을수록 일・가정 만족도, 부서 성과, 조직 성과가 유의하게 향상되는 것으로 나타났다. 또한 성평등 조직문화는 유연근무제 활성화가 일・가정 만족도 및 부서 성과에 미치는 긍정적 영향을 강화하였으나, 조직 성과에 대한 조절효과는 통계적으로 유의하지 않았다. 이러한 결과는 제도 자체의 도입뿐 아니라 이를 뒷받침하는 성평등 조직문화라는 문화적 기반이 유연근무제의 실제 효과를 결정하는 핵심 요인임을 시사한다. 즉, 동일한 유연근무제라 하더라도 성평등하고 포용적인 조직문화 속에서 더욱 강한 긍정적 결과를 창출할 수 있음을 보여준다.
Abstract
With declining birth rates, rising dual-income households, and greater social expectations for a suitable work–life balance affecting employment structures, flexible work systems (FWSs) that grant employees autonomy over their working hours and location have become important family-friendly arrangements. However, their actual use and effectiveness vary between organizations, suggesting that contextual factors, including gender-equality organizational culture, may play a critical role. Drawing on social exchange theory, this study examines how employees’ perceived implementation of FWSs influences their work–family satisfaction, departmental performance, and organizational performance, and investigates whether gender-equality organizational culture moderates these relationships. Survey data were collected for 551 employees from seven family-friendly certified organizations (three public institutions and four small and medium-sized enterprises). Hierarchical regression analysis revealed that higher FWS activation significantly increased work–family satisfaction, departmental performance, and organizational performance. Gender-equality organizational culture amplified the positive effects of FWSs on work–family satisfaction and departmental performance, although its moderating effect on organizational performance was not statistically significant. These findings suggest that the institutional implemen- tation of FWS is necessary but insufficient; rather, a supportive cultural foundation of gender equality is also essential to realize the full benefits of these systems. This study contributes to understanding how organizational culture moderates the effective- ness of family-friendly practices.
