건설 사업장의 안전보건사고와 영향 요인

This study reflects the growing interest in the recent increase in industrial accidents by utilizing data from the 2021 Industrial Safety and Health Survey to identify factors influencing the occurrence of safety and health accidents and to explore relevant policy alternatives. The analysis of construction projects worth over 5 billion won revealed that construction and civil engineering projects have a significantly higher incidence and severity of safety accidents than other projects such as roads. Worksites with a construction progress rate(work completion rate) of less than 10% were found to have a significantly lower frequency and severity of occupational accidents, including both safety and health- related incidents. In the case of safety accidents, as the construction progress increased, there was a tendency for the frequency and severity of accidents to rise. On the other hand, health-related incidents showed a slight decrease in both frequency and severity when the construction progress rate exceeded 70%. Furthermore, larger-scale construction projects were analyzed to have higher rates and severity levels of both safety and health accidents. The implementation of labor inspections significantly reduced the frequency and severity of health-related incidents. Additionally, the higher the amount of occupational safety and health management expenses per worker, the more significant the decrease in the frequency and severity of safety accidents. Based on the analysis results, the following measures were proposed:separating industrial accident insurance premium rates, establishing a management system for health-related incidents, and setting a standard for occupational safety and health management expenses per worker.
