수출 중소기업의 전자상거래 물류애로 해소를 위한 지원방안에 관한 연구

본 연구는 빠르게 증가하는 국경 간 전자상거래 수출 시장에서 중소기업이 직면한 물류 애로요인을 분석하고, 해상운송 기반의 스마트 해운물류센터 구축을 통한 지원방안을 제시하는 것을 목적으로 하였다. 연구 결과, 첫째, 전자상거래 수출 물량 중 약 48%가 부산항을 통해 처리되고 있어 부산항 배후단지를 중심으로 수출 전용 스마트 해운물류센터를 구축하는 것이 적절한 것으로 나타났다. 둘째, 한·중·일 구간에서 항공운송 대비 해상운송(카페리) 전환 시 비용이 약 50~60% 절감되며 리드타임은 1~2일 내에서 유지 가능한 것으로 분석되었다. 셋째, 중소기업은 물류비, 반품 처리 비용, 재고 보관 등에서 구조적인 제약을 받기 때문에 해외·국내 물류센터 네트워크형 지원체계가 필수적이다. 본 연구는 스마트 해운물류센터의 단계별 구축 로드맵을 제시하고, 관련 유관기관 간 협업체계를 기반으로 한 실행 전략을 제안하였다. 본 연구는 전자상거래 수출 활성화와 중소기업의 물류 경쟁력 강화를 위한 정책 수립 및 실무적 기초자료를 제공한다.
Abstract
This study examines logistics constraints faced by small and medium-sized enterprises (SMEs) in cross-border e-commerce exports and proposes strategic support measures through the establishment of a maritime-based smart logistics center. Empirical analysis indicates that approximately 48% of Korea’s e-commerce export cargo is processed through Busan Port, highlighting its suitability as a central logistics hub. The findings further show that shifting transportation from air freight to short-distance ferry-based maritime shipping among Korea, China, and Japan can reduce logistics costs by 50–60% while maintaining competitive delivery times. To enhance SMEs’ export competitiveness, the study proposes the development of a smart maritime logistics center offering integrated services such as fulfillment, customs clearance, overseas delivery support, and returns processing. In addition, it recommends a cooperative governance framework involving relevant public agencies to enable phased implementation and improve operational efficiency. Overall, the study provides policy-relevant implications for strengthening national trade logistics infrastructure and supporting SME participation in cross-border e-commerce.
