본 연구의 목적은 2030 공무원의 성과관리 인식이 공공봉사동기에 미치는 영향을 분석하고, 이 과정에서 직무요구-자원 모형(Job Demands-Resources Model: JD-R)을 기반으로 교육훈련 인식의 조절효과를 검증하는 것이다. 이를 위해 한국행정연구원의 “2024년 공직생활실태조사” 자료 중 20-30대 공무원 3,207명의 응답자료를 활용하여 상관분석 및 다중회귀분석을 실시하였다. 연구 결과는 다음과 같다. 첫째, 2030 공무원이 지각하는 성과관리 인식은 공공봉사동기에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 둘째, 교육훈련 인식은 성과관리 인식과 공공봉사동기 간의 관계를 강화하는 조절효과를 보였다. 이러한 결과는 2030 공무원의 공공봉사동기를 제고하기 위해서는 공정하고 유의미한 성과평가와 피드백을 통해 성과관리제도의 수용성을 강화할 필요가 있으며, 성장과 학습 기회에 민감한 2030 세대에게 성장지원형 교육훈련으로 전환해야 함을 시사한다. 본 연구는 성과관리와 교육훈련을 상호 연계된 동기 전략으로 이해해야 한다는 점을 제시함으로써, 2030 공무원의 공공봉사동기를 증진하기 위한 정책적·실천적 함의를 제공한다.
Abstract
This study examines the effect of performance management perception on public service motivation (PSM) among public officials in their 20s and 30s and examines the moderating role of training perception based on the Job Demands–Resources (JD-R) model. Using data from the “2024 Public Service Life Survey” conducted by the Korea Institute of Public Administration, correlation and multiple regression analyses were performed on responses from 3,207 public officials aged 20-39. The results indicate that performance management perception has a significant positive effect on public service motivation. In addition, training perception moderates the relationship between performance management perception and public service motivation. These findings suggest that enhancing the acceptability of performance management through fair and meaningful evaluation and feedback is essential for promoting public service motivation among public officials in their 20s and 30s. By framing training as growth-oriented development and integrating it with performance management, this study provides policy and practical implications for strengthening public service motivation.
