미래 지속사회 웰에이징을 위한 포스트-팬데믹 보성다향대축제의 ESG·글로컬 전환 측정 프레임워크 연구
A Study on the ESG and Glocal Transition Measurement Framework for the Boseong Dahyang Festival in the Post-Pandemic Era, for a Future Sustainable Well-aging Society

본 연구는 전 세계적인 팬데믹 이후 지역 축제의 패러다임이 변화하는 시점에서, 보성다향대축제(2023-2025년)가 단순한 대면 행사의 물리적 복원을 넘어 미래 지속가능한 사회와 웰에이징(Well-aging)에 기여하는 ESG 및 글로컬 모델로 진화하는 과정을 실증적으로 분석하였다. 이를 위해콘텐츠, 운영, 산업, 글로컬, ESG의 5대 핵심 축을 포괄하는 통합 측정 프레임워크를 개발하여 시계열적 변화를 심층적으로 규명하였다. 분석 결과, 축제는 지난 3년간 초기 ‘복원·통합’ 단계를 거쳐 질적성장을 의미하는 ‘가치 심화’ 단계로 진입하는 구조적 고도화를 달성했음이 확인되었다. 주요 정량적성과로는 지역 산업 연계성을 나타내는 B2B_Matchmaking이 94.4% 증가하였고, 글로벌 수용성 지표인 Multilingual_Score는 55점에서 85점으로 획기적으로 상승하였으며, 자원 순환율(Circular_Rate) 70.0%를 달성하여 친환경 축제의 기반을 마련하였다. 그러나 데이터 거버넌스의 파편화와 지역 공급망의 낮은 디지털 역량은 조직위원회의 ESG 성과가 지역 경제 전반으로 유기적으로 확산되는 것을 저해하는 주요 구조적 한계로 규명되었다. 이에 본 연구는 축제의 지속가능성을 담보하기 위해 ESG 경영 기반의 거버넌스 투명성 확보를 최우선 과제로 제언한다. 구체적인 실천 전략으로 ① 파편화된 매출·환경·관람객 데이터를 실시간으로 통합 관리하는 대시보드를 구축하고 이를 기반으로 ISO 20121 국제인증을 추진하며, ② 탄소 집약도(Carbon_Intensity) 저감을 위한 대중교통 분담률(PT_Share) 목표제도입, ③ 지역 공급망의 디지털 포용성 강화를 제시한다. 궁극적으로 본 연구는 지역축제가 일회성 행사를 넘어 지역 소멸 위기에 대응하고 세대 간 통합을 이끄는 ‘지속가능한 사회적 플랫폼’으로 기능함으로써, 축제의 가치 창출이 지역의 실질적 활성화로 이어지는 선순환 구조를 확립하는 데 기여하고자한다.
Abstract
This study empirically analyzes the transition process of the Boseong Dahyang Festival during the post-pandemic transition period(2023–2025), focusing on its evolution into an ESG and Glocal model that contributes to a future sustainable society and well-aging, beyond simple festival restoration. To this end, an integrated measurement framework based on five key axes— Content, Operation, Industry, Glocal, and ESG—was developed and applied. The results confirmed that the festival achieved structural advancement characterized by a shift from ‘Restoration and Integration’ to ‘Value Deepening’ over the three years. Major quantitative achievements included a 94.4% increase in B2B_Matchmaking, a significant rise in the Multilingual_Score from 55 to 85 points, and the attainment of a 70.0% Circular_Rate. However, the fragmentation of data governance and the low digital competency of the local supply chain were identified as major structural limitations that hindered the diffusion of the Organizing Committee's ESG achievements throughout the local economy. Accordingly, this study proposes securing governance transparency as a top priority and presents specific implementation strategies: ①promoting ISO 20121 certification based on an integrated data dashboard managing sales, environment, and visitor metrics, ②introducing a Public Transport Share(PT_Share) target system to reduce Carbon_Intensity, and ③strengthening digital inclusion within the local supply chain. Ultimately, this study demonstrates that regional festivals can function as ‘sustainable social platforms’ countering regional extinction, thereby establishing a virtuous cycle of practical regional revitalization.
